There is a government organization, under the Department of Homeland Security, that handles ghosts who have become a danger to the public, helping them move on to the next life or move out, taking them to reservations made from abandoned towns in remote places.
Esmerelda Koslov is an agent of that organization, a medium able to converse with the dead and aid them in finding their rest.
